I contacted the NPH Call Centre on April 10, 2021, to report a serious water leak originating from upstairs neighbour.
The Electrician arrived within seven hours on a Saturday. It was a professional and helpful service, and I appreciated their assistance in dealing with the water leaking from the ceilings. I was scared that I might get electrocuted.
The Electrician removed the light fittings. He saw the damage on the kitchen floor and said, "I'll call someone to fix this." I pointed out the problem wasn't the kitchen floor, but a broken pipe that had been waiting to be repaired for nearly two years.
He looked stunned and said he'd get someone to sort it out immediately. The Electrician referred to this as an "emergency" because of the extensive time the issue had been outstanding.

An individual arrived at the property, insisting on entry, with no face mask, identification, or apparent purpose. I politely declined, as is any person's right.
Immediate access would have been granted if a relevant professional or a member of the repairs team had accompanied this person.

Dear Mr Brown
Further to my visit to your property on Monday 12th April 2021, whereby you refused access, I am now writing to you inline with your tenancy agreement, to book a home visit. Please see the relevant section of your tenancy agreement:-
- 11. Landlord's Right of Access ߷
- 11.1 You must allow us, our agents, contractors or workmen acting on our behalf to enter the Property at all reasonable times, after we have given you a minimum of three working days written notice for the purposes of:-
Inspecting the condition of your home
Carrying out repairs, which are the Landlord's responsibility
Cleaning and removal of items posing a potential health risk
Disinfestations
Improvements
Alterations or other works to your home or adjoining property
Carrying out a gas safety inspection or service - 11.2 If an emergency arises where we believe that there is an immediate risk to any person or property, we have the right to enter your home at any time without notice using reasonable force, if necessary, and carry out any work to your home, your Neighbour's home or to any Common Parts near to your home.
- 11.3 If an emergency was caused by something that you, or another Member of your Household, Guest or Visitor to the Property did or failed to do, then we will recover the cost of any necessary work and associated fees from you.
- 11.4 If you fail to allow us entry into your Property after we have given you reasonable notice or in an emergency, we may take court action against you to gain access.
I would like to book this appointment to visit you at your property on Monday 19th April 2021 at 1.30pm. If this is not convenient, please do not hesitate to contact me to arrange a more convenient date and time.

I'm contacting you concerning the written notice you provided 13th April 2014, informing myself that you will be attending 19th April 2014 @ 13:30 and expect access to be granted under provision 11.1 of our tenancy agreement.
I just need you to clarify a point regarding whether I have refused or blocked access prior to 12th April 2014?
One other point. When you attend, will you be alone or will a contractor and or Housing Support Officer be present?
If you could let me know by email, it would be appreciated.

Many thanks for your email. In answer to your first question, you have not refused or blocked access to myself, prior to 12th April 2021. When I visited you on the 12th April 2021, I explained the reasons for my visit, these were due to concerns raised by our trades team that the property has damage to it and the floor is falling through. You refused access to allow me to take a look inside the property to ensure the safety of yourself and your neighbours. I advised you that I would write to you giving prior notice of an appointment date, which should be granted in line with your
tenancy agreement.
In answer to your second question, I am hoping that a Repairs Team Leader will be able to accompany me to the appointment, so there may be 2 of us visiting you on 19th April.

As expected, the Housing Officer arrives without any qualified person to assess or discuss the necessary repairs, leading to my justified frustration.
NPH is a service company like any other. The Housing Officers retain all the necessary documents on their computers. This intentional charade serves no purpose other than to be provocatively antagonistic and manipulate the tenant into giving the expected response.

Good Afternoon Jason.
Further to my email below, I wanted to advise you that one of the Repairs Team Leaders, Russell Cory, will be accompanying me on the 28th April, he will be able to advise you what work is required and how urgent it is. We will be with you at around 10am.
Rather awkward to discuss the 12 Apr 2021 where I was threatened with forced entry, accused of blocking access and email sent 15 Apr 2021 referencing the Repairs Team as an excuse to harass.
I want to have a private discussion with the Repairs Team/Contractors to explain why they have been coming to the property multiple times over a period of 618 days without any progress or resolution. Not to forget a pandemic restricts the amount of people gathering.

Future Reference:
And for all future references, from this point forward, I think we can both agree on irreconcilable differences between
a “Housing Officer” and a “tenant” and the best resolution to this disagreement is to schedule a hearing with
Magistrates where both sides can be heard and independently adjudicated.

I am writing to you regarding an incident that took place at your property on 19 April 2021 where it is advised that you were verbally abusive towards a staff member of Northampton Partnership Homes during an attempted home visit to your property. It should be advised that the behaviour you displayed could have been perceived as both threatening and intimidating.
This authority operates a policy of fair treatment to both customers and employees alike and behaviour of this nature cannot and will not be condoned.
The purpose of this letter is to advise you that this incident is being formally recorded/ logged as an ‘incident at work’ and your records with Northampton Partnership Homes will be noted accordingly.
I trust this letter is self-explanatory, however, should you or any of your visitors or guests display aggressive behaviour or make any form of threat to either Northampton Partnership Homes or associated employees again, further action, including potential court action, may be taken against you.
